Program Manager – Property

 

As Program Manager, Property Paul is responsible for managing a program of work to source and implement the Enterprise Property Suite to replace a suite of over 100 separate property systems currently in use. Most of the existing property systems have reached the end of their useful life or would otherwise require a major upgrade by the Gold coast City Council.

 

 

Program Manager – Enterprise Resource Planning

 

As Program Manager, Paul managed the creation of the business case for the acquisition of an ERP solution by the Gold Coast City Council. Paul was the Chair of Senior Management workshops responsible for the benefit analysis and risk management across all affected lines of business. The ultimate deliverables for this project were the Program Brief, Project Mandate, Budget and Business Case. All deliverables were well received and this program of work is now ongoing. Paul was required to work closely with the CIO and Executive Owner to successfully gain agreement from the CEO and Executive to seek funding from council to proceed with the programme. He was also required to present to the CEO and Executive on numerous occasions.

 

 

DEPARTMENT OF MAIN ROADS

 

Project Manager – Strategy and Planning

 

In the role of Project Manager - Strategy and Planning, Paul provided consulting services to the Strategy and Planning group in the Business Solutions & Information Division. Paul defined and gained approval to pilot a solution for collaboration that could be undertaken to deliver immediate benefit to the business. The solution used SaaS for web conferencing to district offices throughout Queensland. During this Whilst undertaking this contract, Paul was asked to act as Main Roads’ Project Manager for the IDES (Identify Management and Email Solution) project.

 

 

SUNCORP

 

Business Stream Manager – Guidewire for Motor Products

 

As Business Stream Manager, Paul was responsible for managing the implementation of Claim Centre software from GuideWire for all of Suncorp, GIO and AMP personal insurance motor products across Australia. The project involved management of resources across multiple sites and vendors to undertake redesign of business process, organization structure and metrics relating to the implementation of the Claim Centre solution. Paul had overall responsibility for the management of resources and vendors undertaking the design, development and delivery of software solution to meet business requirements and to deliver the identified benefits. The project was placed on hold due to organizational financial constraints.

 

 

Business Stream Manager – Intelligent Contact Routing

 

On the request of the Program Director & Business Owner, Paul undertook the role of Project Manager Business Stream. This role was responsible for managing the implementation of Call Routing, Softphone, Workforce Management and Reporting Solutions into six Contact Centers (1500 seats) across three states. Paul undertook the role of Chair of the Senior Management Forum responsible for decision and risk management across all effected lines of business. He was also responsible for management of resources across multiple sites and vendors and was required to provide risk and issue management, testing management, staff management, project reporting and scheduling relating to reporting project.

 

 

Manager - Business Intelligence Competency Centre

 

Paul was invited by the Director, Group Management Information to assist him in creating the Business Intelligence Strategy for Suncorp GIO. The recommended strategy was aligned to Gartner research relating to the BI Competency Centre (BICC) and the Data Management Team (DMT). Paul was required to provide briefing sessions to Senior Management relating the Business Intelligence strategy for Suncorp GIO. He was responsible for the definition of the organisational structure for the new BICC, including required roles, responsibilities and skills and was also required to provide accountability mapping relating to BICC and internal and external clients & suppliers. The role was also responsible for creating the Service Catalogue and managing the creation of a Business Intelligence Competency Centre including change management strategy and a budget for the new group. A large part of the role involved managing the relationships with external suppliers (Cognos, IBM, SMS & Bearing Point). Paul also presented on Suncorp’s BICC establishment experience at the first Australian Cognos BICC Forum held in Sydney.

Corptech (SSS)

 

Paul undertook the role of Implementation Strategist for largest ERP system implementation program of work ever undertaken by the Queensland Government. The role provided independent expert advice which highlighted issues and risks relating to the proposed implementation approach of common Finance, HRMS and eDRMS solutions across the whole of Queensland government. 

 

Suncorp

 

On the request of the General Manager of Call Centres, Paul returned to manage the final stage of the previously defined Management Information Road Map.  This body of work  related to the implementation of a data warehouse for the Suncorp, GIO and AMP Call Centres.  Paul was also required to manage the migration of over 40 disparate data sources into a single SQL Server 2000 data warehouse for use by the Personal Customer Sales & Service MIS unit.

 

Tarong Energy Corporation Ltd

 

Paul acted as an independent expert for the corporation’s Human Resource and Payroll area during the implementation of Mincom’s Ellipse (formerly MIMS) ERP product. He was responsible for the Data Migration Strategy for the conversion of legacy systems HR and payroll data to the new Ellipse product.  Furthermore, Paul facilitated the redesigning of current organisational processes for HR and Payroll to ensure maximize gains through the Ellipse implementation.  Liaison and co-ordination with external organisations was essential to ensure the requirements for external interfaces were clearly defined and complied with.  Paul planned and managed parallel runs and ensured Internal Audit and Queensland Audit Office data conversion requirements were satisfied.

 

Tarong Energy Corporation Ltd

 

On the request of both Tarong Energy and Mincom Paul was required to act as independent expert and advisor during the second phase of the implementation of the Ellipse ERP in relation to the new Tarong North Power Station.  He developed a progressive system role out strategy.  Furthermore, he also developed and managed UAT and Integration testing strategy and coordinated go live planning for the system.  An essential component of this project was managing the relationship between Tarong Energy and the vendor (Mincom) to ensure the success of the implementation.

 

 

Tarong Energy Corporation Ltd

 

The General Manager of Human Resources requested that Paul return to Tarong to undertake a review of current business processes in relation to the use of the Ellipse ERP by the Tarong payroll function.  Paul provided recommendations in relation to system and business process areas that needed further work with the software vendor due to system errors or business process issues.  He also produced numerous user manuals combining system and business process requirements for the payroll function.

 

 

 

Virgin Blue Airlines

 

Paul assisted the corporation’s Human Resource and Remuneration area during the implementation of Oracle's E Business product. He was responsible for the specification, mapping and management of the conversion of legacy Asystems HR and payroll data to the new Oracle system.  Liaison and coordination with vendors was essential in ensuring VBA requirements were clearly defined and complied with.  Paul also facilitated the redesign of current organisational processes for HR and Remuneration areas to ensure maximized gains from the Oracle implementation. 

 

 

LEND LEASE EMPLOYER SYSTEMS PTY LTD           

Assistant Project Manager, Queensland Education

 

Paul managed the implementation of the Total Solution Series (TSS) HRMS system into Education Queensland for 60,000 employees.  As assistant project manager, Paul managed the software development team of sixteen analyst programmers and business consultants who were responsible for customization, testing, data conversion, installation, implementation and training.  He also developed, implemented and managed the version control process across multiple complex environments.

 

 

MINCOM PTY LTD LATTICE BUSINESS UNIT  

Team Leader/Implementation Consultant, Queensland Health

 

As a Team Leader, Paul managed the implementation of the LATTICE HRIS/Payroll in Queensland Health facilities in the Darling Downs, West Moreton and Far South West Queensland.  Paul assisted managers to identify benefits expected from LATTICE and assist Queensland Health to obtain those benefits. He identified changes required to current work practices and assisted in the development of change management strategies.  Furthermore, he also developed implementation strategies including risk analysis and mitigation, training needs analysis, hardware/software requirements and project plans.

 

 

 

 

COMPUWARE ASIA PACIFIC PTY LTD            

Senior Systems Consultant

 

Paul acted as the principle consultant on implementations for Qld Police, Public Works and Housing, Dept of Justice, Dept of Tourism and DETIR and advised other consultants on implementation issues.  As a senior systems consultant, he gained extensive experience in managing relationships with software vendors to achieve the optimal result for clients, where customisations were required.  Paul assisted clients to identify and quantify expected benefits from implementing HRMS systems.  He advised on the development of work practices to gain maximum benefit from the system being implemented and also provided Quality Assurance on the system configurations by other consultants.  Paul has used multiple testing and data conversion products including QA Centre, File Aid and Uniface.  He also has experience in providing specifications and implementing customizations to allow real time integration to SAP.
